The residential High Efficiency Toilet (HET) Rebate Program is designed to aid homeowners in replacing old, water-guzzling toilets manufactured before 1994 with new, high efficiency toilets.

Orange County homeowners can receive up to a $150 rebate for the installation of a new HET. Rebates go toward the cost of the HET, not installation. In applying for a rebate, you consent to an onsite installation verification.

IMPORTANT: Only single family detached homes built prior to 1994 are eligible to receive rebates. The toilet being replaced must be flushing at 3.5 gallons per flush or more. You may not participate in this program if the toilets in your home are already ultra-low flush (1.6 gallons per flush) or high efficiency (1.28 gallons per flush), or if you acquired toilet(s) through any other Municipal Water District of Orange County toilet program.

HETs must be included on the approved list to be eligible for rebate. Please confirm that the model numbers for both the tank and the bowl appear on the approved list. Bowl and tank numbers must be sold in the combinations that appear as individual line items on the list and cannot be pieced together from line to line. All residential single family customers of Orange County water agencies may receive a maximum of three (3) rebates per single family residence over the life of the home.
